The foster parents are interesting foils to the real parents. Does that mean Jennings hates her? Absolutely not, because at the end of the day, his decision to become an officer was a decision to treat his whole community as his real family. But she is still so incompetent that she cannot even protect her own self from her clumsiness and drunkenness. His mother is so incompetent she just straight-up abandons him, lying to him and saying she'll be right back, but never coming back, only to show back up years and years later to make amends. He is isolated from his family by age and by decision, because his family are all alcoholics. Jennings feels trapped in isolation throughout the book. In order for willing suspension of disbelief to happen, there has to be an iota of credibility, some tiny fragment that makes our mind say "this could be true, there's a slight chance this might happen." It sets up for the enjoyment of a book. It is a tool passively exercised by the reader to believe what we read in a book is within the realm of possibility. Let me talk to you for a moment about willing suspension of disbelief. It was hilariously, spectacularly, hysterically unbelievable. In case I haven't made that quite clearĥ. Like what? Why?
